I guess now that I am saying it, that sounds like pretty stupid reasoning, but its not like I can upgrade the graphics card anyways, so there's not much I can do if the slow gpu is the problem. And as far as I know, there is no easy way to check gpu usage on windows 7, so I compared it to running the game on my Desktop, and it seemed to use the cpu much more than the gpu. It is basically a physics simulator with pretty low quality graphics. The first thing I ran into issues with was Kerbal Space Program having a very low framerate, like 4fps. I guess my basis for determining that the CPU is the issue isn't very scientific but here it is:
